Default How to set who can add forums, threads, and posts

Only an administrator can add a forum (a forum can only be added through the Forums Control Panel which is part of Admin Tools). The settings about who can add a thread or a post for a given Forum are configurable within the Forums Control Panel. So it is under the administrator(s) control. Click on the Forums Control Panel and then go to Forums & Moderators -->Forum Permissions. Click on the Forum you are interested in and the User Group you are interested in and you will see the current permissions for that group of users on that forum. You can either keep the default permissions or customize them as you wish.

I'm having an issue with a user not being able to post to an open forum. I went to the forum control panel to add her username as a moderator and it's not recognized. How do I administer permissions an open forum when it's NOT a group forum?
