Can I add a file of people directly to a Group?

Yes, this can be done.

First, make sure that you import the new people into the Community:

• Go to the "Admin Tools" page
• Select "Add/Import Members" in the left navigation. In most cases "Import People from File" is the best option, so click on the "(display import box)" link to unfurl the page to show the import box (and instructions). Follow those instructions to import people into your community.

To add the newly imported members to a group:

• Go to the Group you wish to add people to.
• Click on Edit Group Settings (in the left navigation) > Add/Remove Emails.
• As the instructions on that page explain, you will create a CSV file of just the users' email addresses and import them into the Group by clicking on the "Add People from this CSV File" button. If you just imported these people into the community, you can use the same import file you used to add people to the community.
